Mental Health and Psychosocial Support Specialist

CONTEXTUAL BACKGROUND 

The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 million people are internally displaced and 12.2 million are in need of humanitarian assistance, with 4.8 million in hard-to-reach areas. There are 4 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis. With an annual budget in excess of $140 million and a rapidly expanding portfolio, supported by more than 3,000 staff and workers in the region, IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women’s protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

Job Overview/Summary

The Mental Health and Psychosocial Support (MHPSS) Specialist, is responsible for the overall technical oversight of quality MHPSS services for North West and Southern Syria for the health and protection programs.  The MHPSS Specialist will provide technical oversight of the clinical and medical management of mental health conditions, to support programs offered inside Syria; additionally the Manager will oversee a range of psychosocial support efforts within Protection and Health programs. She/he will review existing systems and structures within the IRC’s MHPSS services and align procedures and efforts across technical areas, using the WHO/ UNHCR mental health gap action program (mhGAP) training and operational guidelines.

The MHPSS Specialist will also provide technical support to the Child Protection (CP), Women’s Protection and Empowerment (WPE) and Protection Rule of Law Programming (PRoL) for focused non-specialized and community and family MHPSS interventions.  She/he will develop standard operating procedures for the provision of psychosocial support and psychiatric care, as well as support and psychoeducation in individual, group and community-based settings. MHPSS services will be specific to the needs of girls, boys, women, and men, and will be informed by an understanding of cultural norms around mental health, gender roles, violence against women and girls, and the neglect, exploitation and abuse of children and other vulnerable refugee groups. The MHPSS Specialist will report to the health coordinator with dotted line to the Protection Coordinator.

 Major Responsibilities

Provision of remote MHPSS technical support to mental health, community health teams and protection providers as well as IRC partner organizations:

Provide training on the identification and management of priority mental health conditions to general health and protection staff in line with WHO/UNHCR mhGAP Intervention Guidelines (IG) 2.0;Provide support for implementation of mhGAP programs utilizing WHO’s supervision and operational guidelines;Develop standard operating procedures (SOP) and protocols for mental health and psychosocial support providers for consistent use across IRC programs (supervision mechanisms, care pathways, etc.);Provide remote training, supportive supervision and monitoring and evaluation assistance to the psychologists providing psychological interventions, working inside the IRC supported health facilities;Develop and ensure integrated data collection tools are used across protection and health teams; with a special focus on referrals and follow up using the IASC MHPSS RG referral tool;Identify and raise technical challenges that Protection partners will face in the delivery of community based non-specialized MHPSS services and propose tools and mechanisms to overcome them in a timely manner;Conduct/participate in mental health and psychosocial needs assessment among the affected populations. This will include assessments consistent with IASC guidelines and MHPSS WHO assessment toolkit, at different stages of program planning and implementation;Support response to the identified needs by  providing training for specific psychosocial group and individual level interventions/ activities (adapted and appropriate to each one’s specific needs and capacities);Collaboratively set up, monitor and develop community based non-specialized MHPSS activities with WPE, CP and Protection Manager;

Assess partner’s learning using a series of mentorship tools, and support the GBV case managers to assess partner’s field based teams;

Support the timely information sharing regarding challenges and needs at the field level.

Research, Learning and Analysis

Work with  partner organizations and IRC teams to conduct regular analysis of MHPSS data collected from field teams in order to note trends and inform programming accordingly, as well as sharing information via reports as needed

Coordination & Representation

Support the  timely information sharing regarding challenges and needs at the field levelRepresent IRC in internal and external forums as needed, Gender Based Violence Sub Cluster; MHPSS Sub-Working Group.In close collaboration with the Protection and Health Coordinators, identify, establish, and maintain strategic partnership and coordination with other service providers related to MHPSS services to ensure sharing of learning

Job Requirements

Education: 

Advanced degree in Psychology or counselling with psychotherapy, clinical and or counselling psychology work experience,

Work Experience:

Minimum of 3 years of relevant work experience in \, psychosocial support/psychology, in clinical and/or direct practice settings.Knowledgeable in and has used the IASC MHPSS guidelines and best practices as part of their previous work experience.Strong experience in clinical supervision, training and or coaching others.Experience in assessment, program design, evaluation and technical training and supervision using WHO’s mental health gap action program (mhGAP).Minimum of 1 year of management experience desired.Extensive experience designing and rolling our trainings to diverse audiences.Experience working with partners to implement programmingSolid understanding of case management and survivor-centered care in humanitarian settings,Strong experience in training with good facilitation skills and ability to organize and implement trainings on sensitive topics

Demonstrated Technical Skills:

Strong understanding of humanitarian protection principles and standardsProven understanding of women’ protectionDemonstrated organizational, management and reporting skills;Strong communication skills;  Demonstrated ability to liaise with partner organizations Strong written and oral communication skills, with ability to communicate effectively with different types of people, including representation and liaison with external partiesInterpersonal qualities: Works well in teams and promotes teamwork, flexible and able to handle pressure and conflict well in a calm and constructive mannerMust be capable of applying their skills and knowledge in a range of capacities, including direct implementation, advisory functions, training and the transfer of technical knowledge and management skills to othersAbility to work under pressure with competing priorities and deadlines; Strong problem solving skills with ability to be flexible, adaptable, and creative in a challenging and fast-moving multicultural environment;

Languages:  

High standards written and spoken English and Arabic are Required

Computer/Other Tech Requirements:

Full professional competency in Microsoft Office Suite, especially Word, Excel, Outlook, and PowerPoint.
