Job Title: Cash Officer (Programmes).
Location: Amman, Jordan.
Job Holder Reports To: WASH and Shelter Project Manager.
Reporting to Job Holder: n/a.
Overall Purpose:
This is a key position within the organization and the candidate needs to have significant knowledge of cash programming, leadership skills, and data management capabilities. They also need the ability to develop strong relationships in representing Medair’s cash project within and outside of the organization.
As the cash officer, you will work as part of Medair’s regional team to implement cash assistance programmes. Work will primarily be in support of WASH and Shelter programming. On a day-to-day basis you will be involved in a wide variety of activities involving field coordination, auditing, household selection, assessments, quality management, training and data analysis. As your role is at the regional office, the majority of your work will be office-based.
Major Duties and Responsibilities
Plan and implement cash and voucher programming
Assist the regional programmes team in reaching programme goals on time and on budget.
Coordinate field staff in activities such as household assessments, beneficiary registration and distributions.
Analyse beneficiary data and select households to participate in programmes based on sector and donor specific criteria.
Carry out market assessments and analysis to better understand commodity markets.
Liaise with suppliers, staff, banks and relevant authorities to understand all stakeholder needs.
Manage all contracts, relationships, MOUs, etc, to be held with various stakeholders from the regional office.
Research modalities of cash and voucher programming used in the region, with assessments of preferred platforms, best practices, lessons learned, and assessing beneficiary targeting criteria.
Participate in monitoring and evaluation activities, as well as helping to collect field stories.
Maintain a transparent, honest and supportive communication structure with partners, beneficiaries and their communities.
Work closely with the Project Manager for the development of new projects.
Plan and facilitate cash or voucher distributions and trainings on platforms for distributions.
Data management, quality management, and reporting
Create ODK forms for surveys of beneficiary households, in line with best practices of Medair’s existing cash programmes in the Middle East Region.
Train enumerators and other staff to appropriately use household vulnerability assessments.
Maintain and analyse databases for selection of beneficiaries, reporting and for monitoring and evaluation.
Audit financial data to prepare payments and track their status.
Prepare reports and up to date status of beneficiary selection and payments received, used for official reporting.
Adhere to data privacy procedures.
Integrate lessons learned into the project on a monthly basis.
Promote technology to improve aid delivery.
Effective coordination with UN agencies, NGOs, donors and community leaders
Liaise and develop respectful relationships with other NGOs, UN agencies, local authority structures and other stakeholders.
Attend appropriate working groups and other meetings as requested.
Coordinate all activities with other humanitarian actors.
Ensure cross check of lists of potential beneficiaries with other agencies to avoid overlap with other programmes.
Liaise with beneficiaries and host community as required on the procedures related to the delivery of cash or voucher assistance and be available to answer to related questions and concerns.
Flexibility in implementing other areas of Medair’s programmes
Adapt to the changing demands of the project and be prepared to take responsibilities in other areas of the programme as requested by the Project Manager.
Be ready to redesign processes to take into account unforeseen project constraints.
Keep organized records and ensure timely reporting
Ensure all work is accurate and correctly stored.
Keep updated records of assessments, distributions and monitoring and evaluation activities as required.
Be organized and prepared to provide the Project Manager with project reports as required.

Person Specification
Qualification / Experience
Vocational qualification
Essential: Bachelor degree in project management, development studies, social work or related areas.
Strong leadership skills and a supportive management style.
Desirable: Understanding of Data collection principles, Strong knowledge of Project Management principles. "Good report writing skills."
Work experience
Essential: Experience working in NGOs (2 + yrs), Staff supervisory experience, Experience working directly with beneficiaries, doing home visits and assessments, experience working in a cash-assistance project, experience in report writing in English.
Desirable: Experience working with Syrian refugees, experience working with databases.
Languages
Essential: Excellent Arabic written and spoken,very good level of English, spoken and written.
Desirable: Excellent English, Willingness to improve language skills, spoken and written.
IT
Essential: Excellent computer skills (Word & Excel, Internet, E-mail writing), Experience in ODK or other data collection tools.
Desirable: Advanced knowledge of excel and databases, experience in use of software associated with cash programming.

Desirable: Experience of budget compilation and monitoring, Experience capacity building others.

Job Commitment
