THE ORGANIZATION:

INTERSOS is an independent Italian non-profit humanitarian organization committed to assist the victims of natural disasters and armed conflicts. Its activities are based on the principles of solidarity, justice, human dignity, equality of rights and opportunities, and respect for diversity and coexistence, paying special attention to the most vulnerable and unprotected people.

INTERSOS has been present in Jordan since 2007, with its main office in Amman and programs of activities all over the country in support of Iraqi refugees. Since 2012 Intersos is partnering with several donors, among which UNICEF, DG-ECHO and OCHA in assisting refugees from Syria and most vulnerable among Jordanian population.

OBJECTIVE OF THE POSITION:

The Accountability and Compliance Officer functions as an independent and objective staff member that reviews and evaluates compliance with the Organization standards, guidelines and policies, and is responsible to support the development of the internal complaints mechanisms; support the development of internal capacities in order to properly address complaints and contribute to the development of investigation plans.

The position ensures that all the employees are in compliance with INTERSOS policies and procedures, that internal standards are known and followed, and behaviours in the mission meet with INTERSOS Standards and Code of Conduct.

KEY RESPONSIBILITIES: 

Under the direct supervision of INTERSOS MEAL Manager, the Accountability and Compliance Officer will be responsible of the following:

S/he ensures constant monitoring, reports and updates to the SMT on the main guidelines and policies in place within INTERSOS Jordan Mission, and on the compliance/ethics efforts of INTERSOSS/he guarantees full awareness of INTERSOS policies and procedures within the staff deployed at Jordan Mission level through trainings, workshops and induction.S/he guarantees strict abidance to agreed upon standards and guidelines (internal and approved at national level) at Mission level, in particular for what concerns awareness of and abidance to Child Protection (CP) Policy, and Protection from Sexual Exploitation and Abuse (PSEA) Policy.S/he periodically conducts unannounced mock surveys, inspections, and investigations to assess staff readiness and to specifically identify where corrective actions are needed.S/he establishes and/or updates reporting and complaints procedures and reporting modes available (e‐mail, voice mail, complaint box, etc.).S/he develops and/or updates policies and programs that encourage staff to report suspected fraud or impropriety without fear of retaliation.  S/he is responsible to support the development and monitor internal complaint mechanisms;S/he reports to relevant roles (Head of Mission, SMT, Protection Advisor) on received concerns and complaints and channels them to appropriate resources for investigation;S/he evaluates and/or recommends the initiation of investigative procedures and, if appointed by the SMT, S/he set up investigation mechanisms;S/he compiles reports of calls received, investigations conducted, findings and recommendations developed, action plans established, and progress noted.S/he collaborates with relevant departments (Protection, Basic Needs, Education, etc.) to direct compliance issues and complaints to relevant bodies (i.e. SMT, Protection Advisor, Head of Mission etc.) for investigation and resolution.S/he supports the SMT in developing and/or improving a system a uniformed and coherent system for properly handling violations of standards and guidelines.S/he Identifies potential areas of compliance vulnerability and risk; develops/implements corrective action plans for resolution of problematic issues, and provides general guidance on how to avoid or deal with similar situations in the future.S/he report on lessons learned, best practices, possible ways ahead for improvement of overall accountability and compliance of the mission.S/he develops and periodically reviews and updates guidelines, policies, procedures and standards of conduct to prevent illegal, unethical, or improper conduct.S/he establishes a close technical coordination with the relevant units within the Region and/or at Head Quarter Level.

OTHER RESPONSIBILITIES:

Uphold the INTERSOS Code of Conduct and policies;Ensure the respect of the core humanitarian principles: neutrality, impartiality, independence and humanity and the respect of the “do no harm” principle of humanitarian action.Strictly follow the  internal procedures, policies (PSEA, CPP etc.) and guidelines and Standard Operating Procedures (SOPs);

JOB REQUIREMENTS AND SKILLS

- Bachelor's degree from an accredited university in social studies, humanitarian actions or any related field;

- At least 3 years of professional experience in Accountability and or Compliance position;

- In–depth knowledge of refugees’ assistance issues;

- Strong organizational skills and ability to manage efficiently multiple priorities, deadlines and tasks with attention to details;

- Ability to communicate effectively with variety of people, and express oneself in a clear and concise way;

- Strong communication and reporting skills;

- Excellent Arabic spoken and written language skills. Very good ability to communicate and write in English;

- Good command of MS Office packet, including good typing skills;

- Excellent team working skills and ability to work in a multicultural environment and under pressure;

- Strong interpersonal and intercultural skills;

- Ability to work under high pressure.
