CARE is seeking a Deputy Finance Director (DFD) who will oversees the application of CARE’s accounting and financial policies and procedures in the entire Country Office. At the discretion of the Country Director the Deputy Finance Director will assume some or all of the Finance Director’s responsibilities when the Finance Director is absent.
The DFD will be the lead finance point person responsible for all financial activities for the South Syria Hub. This Position is a member of the South Syria SMT. He/she will be responsible for the review, approval & reconciliation of general ledger, accounts payable & receivable, and cash management activities for WoS. He/she will be responsible for consolidating forecasted cash needs, performing treasury managements. DFD is the back up for all Finance Managers in all hubs with regards to payments, treasury and grants and sub-grants management. S/he also provides guidance to hub Finance managers/focal points and other staff on key finance matters. S/he is expected to work closely with the Finance Director to strengthen all staff and partner capacities in budgeting and financial management and reporting.

Supervision of direct Reports
Recording of financial transactions and Balance sheet management
Capacity Building
Quality Review of Reporting and Analysis
Budgeting and Budget Preparation
Audit support
Other duties as assigned
Qualifications:
Bachelor’s degree in Accounting or Finance or equivalent combination of education and experience
At least 5 years of accounting experience.
Experience in budgeting, budget monitoring, and financial reporting
Extensive experience in analyzing and applying differing requirements and regulations.
Experience in capacity building/training and working with implementing partners
Prior experience in supervising the work of other staff members
Excellent understanding of fund accounting principles and processes.
Good written and oral communication skills in Arabic and English.
Good computer skills in MS Word, Excel spreadsheets, internet and database software programs relating to accounting.
Problem solving skills (solution-oriented)
