١) Protection Program Manager ( covering maternity leave) 

Job Summary: In a brief paragraph, state the position’s overall purpose or objective, highlighting the general functions for which the position is responsible. IMPORTANT: This section, along with the “Qualifications” section will appear in the CARE Career Site and outside job posting sites, so please describe fully.   The Protection Program Manager will be responsible for supporting CARE’s remotely-managed gender and protection program in southern Syria – programs focused on both the establishment of protection activities and protection mainstreaming within existing programs. Under the guidance of the Deputy Director of Programs and with support from technical experts, the Program Manager will represent CARE with relevant program stakeholders in the region; ensure that CARE’s core values are promoted; and that the protection program is principled and compliant. The Protection Program Manager will lead the implementation of the protection program strategy to ensure CARE’s intervention is timely, effective and relevant to the range of needs. S/he will manage the protection team, providing training, mentoring and capacity building for CARE staff and potentially for partner agencies as well.  The Program Manager will work closely with CARE’s other Program Managers to ensure strategic integration where possible.   CARE places high value on ensuring the specific needs of women, men, boys and girls are met, through a gender sensitive approach that seeks transformative outcomes.   The Program Manager will cooperate with key programme support functions, including Finance, HR, Administration, Logistics and Procurement and will be responsible for donor coordination, program development, and reporting.   Responsibilities and Tasks Describe the major responsibilities, principal tasks, competencies and end results for which the position is accountable (limit responsibilities to five). Include WHY it is done and the impact to the organization. List the responsibilities in the order of importance and state the percentage of time the employee spends on each responsibility during a typical year.   JOB RESPONSIBILITY 1:Program Design and Implementation:   
Advise, design and implement appropriate protection programming, with special focus on interventions that can build upon existing programming. 
• Provide programmatic and technical leadership on protection activities, ensuring strategic direction of project operations.  • Design and implement appropriate protection programs by ensuring efficiency and effectiveness. • Establish detailed implementation plans, including phased budgets, M&E and indicator tracking plans.  • Integrate M&E systems to support beneficiary accountability, donor reporting, performance metrics and organizational learning. • Develop appropriate targeting criteria and mechanisms to ensure the needs of identified vulnerable groups are met. • Develop project proposals and long term funding strategies.   • Manage program budget lines and ensure proper and effective use of program resources. • Prepare timely programme and donor reports on project activities in compliance with internal CARE requirements and any relevant external donor requirements. • Provide technical advice to senior management as required.    JOB RESPONSIBILITY 2:Information and Coordination    • Develop and support an excellent working relationship between implementing and non-implementing partners based on effective and timely communication • Liaise with local partners, NGOs, and other relevant entities for coordination and implementation, including with relevant clusters. • Represent CARE in protection working group meeting. • Provide briefings to the Program Director and other staff as appropriate on the progress of project implementation   JOB RESPONSIBILITY 3:Assessments and Learning   Take the lead on the development of a comprehensive protection strategy for the CARE team, including actions for mainstreaming and accountibility • Design, coordinate and lead sectoral need assessments and annual gender and protection needs assessment to determine priorities and immediate activities. • Based on the assessments, provide situation analysis and participate actively in developing appropriate protection strategy • Supporting partnership team to develop tools to assess partner performance and organize reflection sessions on the findings that will inform development of a tailor made partner capacity building tool/process in protection programming • Ensure that the program teams are kept informed of  developments in South Syria  in the area of sectorial development,  in particular by liaising with partners and other  International and other institutions in the country where possible • Liaising with other COs as well as CARE regional and global level to ensure that the protection empowerment related knowledge management systems are aligned with our strategies.   • In collaboration with the program quality team, ensure that robust systems are applied  to gather evidence and data from projects in the field to determine the robustness of strategies and the effectiveness of tools according to CARE’s protection strategy: • Taking the lead in identifying successful best practices and sharing them with relevant stakeholders   JOB RESPONSIBILITY 4:Staff Management and Capacity Building   n collaboration with the program quality coordinator/partnership coordinator, develop a capacity building plan for partners that is focused on protection mainstreaming and best practices • Orient and/or train key staff on the different protection strategies  • Organize reflection sessions on the effectiveness of the strategies • Organize learning events around protection strategies/focus areas and ensure program integration and mainstreaming • Ensuring that an effective system is in place for sharing best practice and communicating policies, and recommended strategies, tools and techniques with staff and partners in the projects • Manage the protection program team, including staff and consultants  • Support other program teams to ensure protection mainstreaming is considered at all aspects of project cycle in all CARE Programs • Ensure gender is fully considered throughout the project cycle   JOB RESPONSIBILITY 5:Emergency Response/Staff Security   Take a lead role in facilitating timely, quality administrative support function delivery in the time of emergency response • Guide and support management on partner security concerns • Promote a safe and secure work environment; foster a safety and security culture; and ensure consistent application of, and compliance with, CARE Jordan safety and security policies and procedures.   work experience.”   Qualifications (Know How)     Indicate the minimum required level of education, experience, and skills necessary to qualify for the position and fulfill the organization’s expectations for job performance. Include the following phrase when possible: “or equivalent combination of education and work experience     Required:    Bachelor’s degree in a relevant field (Social Science, Public Administration, Business Administration, Developmental Studies)   • Certification/training in gender and protection mainstreaming • 3-5 years of experience in program management in a development/humanitarian setting • Strong experience in capacity building and training • Understanding of the key strategies and principles of gender, protection programming and the varying psychosocial needs of women, men, boys and girls living in areas of conflict.      Desired: • Experience working with and supporting implementing partners  • Arabic language highly preferred • Experience in protection-specific activities in a humanitarian context, preferably in Syrian context • Experience in donor and stakeholder coordination • Experience in delivering psychosocial support and/or referral pathways and case management for survivors of GBV.     • Master’s degree in Social Sciences, Development studies or other related fields or combination of relevant education and experience relevant to the job. • Certification/training in PSEA, psycho-social support .



٢)  Grants, Contracts and Compliance Manager for the Whole of Syria


The Grants, Contracts and Compliance Manager is responsible for Pre-award and post award management of CARE Syria funding sources, the position is responsible for ensuring
that CARE and donor policies, procedures and legal requirements are followed throughout our contracting processes. The position will also play an internal compliance control function, and conduct periodical review of program compliance against donor and CARE rules and requirements. The post is based in the regional office, reporting to the Finance Director. Specific responsibilities include but are not limited to working closely with program staff and other stakeholders in the proposal development process, ensuring the proposal budgets are reasonable, cost effective, and accurate and reflect the necessary costs for both direct and indirect costs. The position will also work with donor/CI members in developing, negotiating
and finalizing awards/IPIA. He/She will also ensure grant start up processes not limited to setting up the grants in CARE’s financial management system correctly, and actively participate in startups and orientations. The Position will be responsible to coordinate with the Budget holders to ensure that funds are used as planned, in accordance with donor requirements and all donor and key stakeholders reporting requirements are met (for internal and donor use), The position is responsible for setting appropriate communication/coordination systems in place with different stakeholders, capacity building for staff and implementing partners, ensuring that proper systems are in place to facilitate smooth and timely submission of internal and donor reporting (both financial and program), close out requirements and ensuring accountability is an integral part of the operation.
This position supervises the maintenance of project grant files. He/She will manage the overall funding portfolio and country office master budget and coordinate adequate and fair allocation of costs among donors.
RESPONSIBILITIES AND TASKS:
Job Responsibility #1:
  • Staff Management The GCCM will supervise directly the Grant officer in Amman and have a matrix oversight of all grants Officers attached to any project in the Country Office
  • Provide functional supervision to grants officers in CARE Syria programs and field offices including setting up and managing a virtual team of these front liners in main grants monitoring.
  • Mentor, Coach, train and support the Senior Sub Grants Officer & sub-grant Officersat CO level
  • Promote wellness, safety and model gender equity and diversity

Job Responsibility #2:
  • In support of Program Team, collaborate with various stakeholders and/or facilitate key G&C program and financial processes from proposal development stage, monitoring, reporting and close out.
PRE-AWARD
  • Contribute to the development of grant proposals, in close cooperation with programteams, Team Leader, Sector Specialists, Program Support (finance, operations/logistics, and human resources) to ensure all grant proposals meet quality assurance criteria, that budgets are cost effective, accurate and realistic with the technical proposal.
  • Encourage and support the CO to insure that proposals are developed in close collaboration with partner and/or proposals are developed based on strategic objectives, gaps/needs on ground and to foster transparency in CARE’s relationship with implementing partner.
  • If needed, assist and guide budget holders for the revision of their project budgets.
  • Coordinate the review and finalization of awards/IPIA with appropriate country office staff. Negotiate terms and conditions with the donor or CIMP and ensure all provisions are acceptable
  • Coordinate the preparation of grants long/short form checklists, which will enableidentification of exceptional items which require approval by SMT, RMU / HQ, and Facilitate submission of the same to RMU or HQ when required.
  • Supervise Fund code/PID/AID set up in CARE’s financial systems ensuring that budgets are correctly entered to facilitate both internal and external monitoring of expenses
AWARD PERIOD
  • Work with Program team and Finance Director on grant startups and orientations.
  • Support program team in the development of program plans and budget plans (operational, quarterly, annual pipelines).
  • Consolidate financial and program information, including donor or other reporting requirements. Support uploading of the information in the finance system
  •  Coordinate with Team Leader, Project Managers, etc. to develop processes that enable central monitoring of program deliveries and budget results. This will assist CO SMT in tracking project results and compliance with donor & CARE requirements.
  • Prepare and/or supervise the preparation of required donor financial reports and ensure timely review by FD and submission to key stakeholders
  • If applicable monitor Match/Cost share requirements and provide periodic progress
  • Provide pro-active diagnosis for potential problems/issues including non-compliance issues and raising to appropriate management level for resolution where required.
  • Participate in meetings to discuss ongoing and future programs.
CLOSE-OUT
  • Assist Team Leaders, Project Managers and South Syria Director in grant close out processes, including final donor reports preparations, cash settlements etc.
  • Ensure all grants related documents & information are appropriately collated for future audits and verifications.
60% of Time

Job Responsibility #3:
  • Supervise the processes for budget management and reporting for Programs/Projects
  • Under technical supervision of Finance Director, ensure updated budget information in the financial system by working with the Program/Project Manager on consolidation of Project budgets into annual or quarterly budget pipelines.
  • Assist in the preparation of periodic management reports for SMT, RMU, SSC and CUSA
  • Coordinate trainings to non-finance staff to encourage awareness of proper budget management. Perform monthly financial analysis of each donor budget and recommend appropriate actions to the Budget holders. If necessary provide training to the Budget Holders on generating report and preparing simple financial analysis
  • Monitor and provide appropriate follow up actions in coordination with the Finance Department for collection of donor receivables or settlement of donor payables in a timely manner.
20 % of Time

Job Responsibility #4:
  • Information knowledge management and monitoring and evaluation for programs/projects
  • Supervise maintenance of grants related information and track donor and other stakeholder reports requirements. This includes supervision of the processes to maintain updated central grants files/information.
  • Ensure all relevant staff, including incoming staff, receives copies of all documentation (grant proposals, budgets, reports, evaluation reports etc.
  • Act as a resource about grant compliance issues related to donor requirements.
  • Keep informed on monitoring and evaluation techniques and support tools which can be shared with program staff.
10% of Time

Required:
  • 3-5 years of experience in a similar management role in humanitarian aid context
Desired:
  • Knowledge of CARE policies and procedures, Sphere and the Red Cross/ NGO Code of Conduct

  •  Strong financial management skills;
  • Ability to prioritize workload whilst maintaining a high standard of work;
