1)  FSL Technical Officer (National Position)


The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors. 
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs 
Our Ideal Candidate:
We are seeking a motivated professional individual to join our Syria Response Office’s operations. The ideal candidate will have an university graduate degree with previous experience in food security and livelihoods projects for an international organization in an emergency or recovery setting.
We are particularly looking for an individual with strong skills in food security and livelihoods projects to ensure high quality and cost effective implementation. He/she will ensure technical quality during the day to day implementation of the NRC’s Food Security and Livelihoods programmes
Experience in the Middle East is highly desirable, specifically knowledge of the Syria context.
Generic responsibilities
  • Ensure compliance with NRC policies, guidelines and standards
  • Ensure compliance with FSL strategy, tools, handbooks, guidelines and standards

Our Ideal Candidate:
We are seeking a motivated professional to join our Syria Response Office’s dedicated Risk and Security team. The ideal candidate will have Bachelor’s university degree in a relevant university field with an experience working as a Security Officer in a humanitarian context preferably an emergency or post conflict setting. 
Additional useful skills include: knowledge of the context in the middle east; strong communication and interpersonal skills; knowledge of Risk Management processes; valid driver’s license; and experience of analyzing and responding to contextual incidents.
Position Description:
The purpose of the Security Technical Officer position is to contribute with specific technical competences to the Risk and Security function. This position will normally not entail management responsibility of staff, but under certain circumstances the job may entail management responsibility for a very limited number of staff at assistant level. 

Responsibilities include but are not limited to the following:
  • Development and implementation of the NRC Security Management System at national level 
  • Conduct Security Risk Assessments (SRA) according to minimum operational requirements (MOSS) 
  • Minimize security risks to the operations of NRC 
  • Support, training, control and development of security staff in all offices 
  • Communicate and cooperate with relevant external security actors 
  • Identify new opportunities or working practices to improve safety and security of Field Staff
  • Train and develop staff in safety and security 
  • Provide support and guidance to Area SFPs in relation to Risk Management.
  • Work closely in conjunction with the Security Advisers in the field and SRO’s Risk & Security Adviser to ensure safety and access are duly factored into programmatic as well as operational planning, decision-making and implementation. 
  • Provide analysis on contextual changes, attack methodology and incident tracking, to help inform Country and Area level strategic decisions.
  • Support Implementing Partners in managing safety & security and carrying out sound (security) risk assessment relevant to the programs they implement on our behalf. 
  • Provide quantitative and qualitative data to the Risk and Security Adviser and the wider CMG and other staff regularly and upon request. 
  • Liaise with other research, analysis, and security professionals insofar as is necessary to support contextual analysis and security advice. 
  • Ensure full compliance with all aspects of NRC Global and Syria-specific security and Duty of Care policies, protocols and guidelines. 
  • Regular reporting to SRO Risk & Security Adviser and provision of qualitative and quantitative inputs and ad-hoc assigned tasks. 

Full proficiency in spoken and written English and Arabic is essential.

Position: Legal consultant

Duty station: Amman, Al Zarqa’a and Balqa’a governorates
Duration of contract: 3 months

The Norwegian Refugee Council is an international, independent, humanitarian, non-governmental organization that provides assistance to refugees’ and internally displaced people in many countries worldwide including Jordan. As a part of its assistance, NRC provides information, counselling and legal assistance services to empower the beneficiaries and support them to claim and exercise their rights. NRC beneficiaries include: Refugees, internally displaced people, and members of host community.

Scope of work:
Providing support to NRC beneficiaries on the issues related to birth, marriage and death registration.
Assessing the legal viability of the cases, and the possibility of a viable support with respect to NRC’s beneficiaries’ interest and benefit.
Preparing the legal documents needed to proceed and continue supporting NRC beneficiaries before the administrative and judicial competent bodies.
Preparing and submitting monthly reports on the activities completed on a monthly basis.
Providing NRC’s legal team with information on administrative and judicial practices in the scope of the thematic areas of service delivery.
Filling in NRC legal case management tools.
Providing regularly, NRC legal team with information on the details related to the follow-up on the legal cases and the actions taken.

Minimum qualifications:
Necessary: Ability to travel between Amman, Zarqa’a and Balqa’a different areas, according to the requirements of the legal support for NRC’s beneficiaries in the scope of the subject of service delivery.
Necessary:  A university degree in law.
Necessary:  An active license from the Jordanian bar association to practice law in Jordan and proceed with the legal procedures before Shariaa and civil courts.
Necessary:  Verbal and written fluency in Arabic.

Desirable: Knowledge about the framework, national laws and legal procedures related to the provision of support to NRC’s beneficiaries on legal identity and civil documentation thematic area.

ICLA Partnership Technical Officer
Role Specific Information
NRC ICLA Partnership Technical Officer will support NRC ICLA Programme in ensuring the quality of the legal aid services delivered by the ICLA team and its partners.  The position is key to ensure the quality of the services provided by NRC’s partners, as well as in supporting with the needed tools and guidance to promote and protect Syrian refugees’ rights.

Generic Responsibilities:
  • Ensure compliance with NRC policies, guidelines and standards.

Specific responsibilities
  • Support in overseeing the implementation of the current NRC ICLA Partnership Agreements, making sure partners follow their programmatic and financial obligations and implement their activities in accordance with ICLA strategy and priorities.
  • Review and analyse implementing partners’ quantitative and qualitative periodic reports in line with Partnership agreements and the agreed referral and feedback mechanisms, ensure that implementing partners’ reports are submitted in time and in line with Partnership agreements and support in providing any necessary follow-up on Monitoring and Evaluation issues.
  • Work closely with ICLA specialist team and ICLA staff to ensure the systemisation of best practices and lessons learnt across NRC ICLA teams in different geographical locations.
  • Assist in developing training materials and tools, in conducting internal and external trainings, and in the provision of ToT for ICLA staff in charge of delivering internal and external trainings, as well as supporting in the monitoring of internal and external training and capacity building activities and ensure relevant databases/tracking tools are up-to-date as well.
  • In coordination with ICLA technical Legal Coordinator, update NRC ICLA case worker manual and related technical guidance documents, incorporating best practices and ensuring up to date knowledge management, and support in specific research related to partnership Agreements.
  • Carry out analysis of NRC ICLA data that could feed internal and external research and advocacy reports.
  • Carry out any other relevant duties as requested by supervisor

  
Our ideal candidate:
We are looking for a university graduate in social science or law degree, with a minimum of three years of relevant professional experience and with prior experience of working in complex and volatile contexts.  Knowledge of the Jordanian legal framework and practice, knowledge and experience in international human rights law, experience in liaising and working with national legal aid actors in Jordan with the ability to provide high quality briefs, both written and verbal, to a range of stakeholders, and knowledge/experience in managing partners in Jordan is considered a strong advantage.
Fluency and excellent drafting skills in both Arabic and English are required.
We are particularly looking for a positive individual with strong communication and interpersonal skills, who has excellent report writing skills and who can build trust and confidently navigate both internally and externally at different levels.

Roles and Responsibilities
The Technical Assistant position within NRC’s Information, Counseling and Legal Assistance (ICLA) programme is a challenging humanitarian position responsible for direct provision of information and counseling to Syrian refugees and vulnerable Jordanians on various topics including legal and civil documentation, housing, land and property rights and work rights both in field outreach and in NRC’s legal clinics.
Generic responsibilities:

  • Implements independently procedures and activities within own function or core competency as delegated.

Experience from working within technical expertise area in a humanitarian/ recovery context, Knowledge and experience within a relevant administration, craft or technical field and ideally a relevant vocational qualification. Basic knowledge about data management, Native fluency in Arabic.
We are particularly looking for a positive individual with strong communication and interpersonal skills, who can build trust and confidently navigate both internally and externally at different levels, to have the ability to analyze data and trends for informed decisions and Capacity building skills.
