١) Human Resources Manager - JO02

PROGRAM/DEPARTMENT SUMMARY:
Mercy Corps (MC) is a non-profit, non-aligned, secular non-governmental (NGO) humanitarian relief and development organization, registered in the United States and Scotland with offices in more than 40 countries around the world, including Jordan, where the organization has been active in implementation of relief and development programs for more than a decade.
GENERAL POSITION SUMMARY:
The Human Resources Manager based at Amman, Jordan will provide oversight to the management of human resources for Mercy Corps programming; Assist in the achievement of MC program objectives with the facilitation of recruitment, remuneration and staff development issues in the Human Resource Development. The Human Resources Manager will be based in Amman, Jordan but will support the Human Resources functions in the neighboring countries with the support of the Human Resources Director.
ESSENTIAL JOB FUNCTIONS:
HR Operations Management 
  • Responsible for supervising Human Resources staff and providing required feedback on regular basis;
  • Responsible for making sure that internal Human Resources policies and local policies are respected and Mercy Corps is compliant with;
  • Responsible for capacity building of newly hired Human Resources staff. Work closely with all Human Resources staff and provide guidance to establish standardized practices;
  • Ensure that all national staff contracts are updated on time before expiry date;
  • Ensure that all national staff have an up-to-date relevant job description signed by the staff and the supervisor;
  • Oversee the monthly procedure of timesheets for all staff including collection, review and compilation into payroll; train new staff on timesheet procedure. Recommend improvement in the system if necessary. 
  • Ensure that the Org Chart for Mercy Corps is updated on regular basis and shared with all staff on periodic basis;
  • Ensure Salaries and benefits adhere to Mercy Corps salary scales and standing protocols;
  • Ensure that exit process for staff departing Mercy Corps is conducted in line with the Human Resources policies and Mercy Corps requirements;
  • Maintain confidentiality of all national staff personnel issues including disciplinary procedures and contracts/ pay rates;
  • Ensure a tracking system for all types of leave of all employees is maintained for al staff;
Recruitment & Selection 
  • Ensure that hiring and recruiting processes are performed in line with the Human Resources policies and Mercy Corps requirements;
  • Ensure participation of Human Resources Department in interviews for new staff;
  • Ensure the personnel files for all staff include recruitment documents, CVs, valid contracts, PAFs, timesheets, disciplinary documents and performance evaluations and other documents as required by the Human Resources policies;
Learning & Development
  • Ensure that onboarding schedule is in place and performed on regular basis for each office;
  • Responsible for the orientation of all new, national staff on Mercy Corps systems, policies and procedures;
  • Assist Human Resources Director in conducting or arranging for trainings and/or other human resource development activities.
  • Ensure that employee performance evaluations are completed as scheduled. Ensure that tracking matrixes are in place and updated on regular basis.
HR Policy Compliance 
  • Implement and evaluate the national staff Personnel Policies and Procedures Manual. Recommend new or needed changes to existing personnel policies and practices to the Human Resources Director;
  • Remain informed, on an ongoing basis, about current and changing Human Resources related laws, policies and “best practices” to ensure that current and future personnel policies, employment practices, and compensation packages are within the limits of established standards, procedures, guidelines and policies of Mercy Corps, as well as national laws;
Other
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
  • Other duties as assigned.
ACCOUNTABILITY
Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.
SUPERVISORY RESPONSIBILITY: Five HR Officers
REPORTS DIRECTLY TO: Human Resources Director
WORKS DIRECTLY WITH: All Program, Operations and Finance staff
KNOWLEDGE AND EXPERIENCE: 
  • A minimum of 05 years’ experience in administration and Human Resources and a relevant university degree. Experience in working with non-governmental sector.
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members and a proven ability to solve problems independently without direct supervision.
  • Must have strong organizational skills and demonstrated experience in detailed scheduling and multi-tasking.
  • Excellent negotiation, representation, skills and the ability to work comfortably with an ethnically diverse staff.
  • Sound computer skills (MS Word, MS Excel, MS Access) and knowledge of and experience in inventory, human resource, procurement procedures, etc.
  • Fluency in English and Arabic is essential.

Flexibility about work assignments and processes is necessary in a dynamic and fast-paced work environment, coupled with the ability to respond to many new and unpredictable challenges in a demanding program.
Mercy Corps Team members represent the agency both during and outside of work hours. Staff are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.



٢)  Expert Facilitator in Decentralized Government - Peace pro EU

Project: Youth Advancement for a Peaceful and Productive Tomorrow (Peace-Pro)
Activity Name: Activate the youth civic engagement in the decentralization in Jordan
Anticipated Start Date: 07 May 2018  
End Date: 31 May 2018

1.       Introduction and Background

We are looking for a highly qualified and experienced facilitator to train about the concept of decentralized government in the sake of engaging the youth in the decentralization process in Jordan according to national agenda, In a project funded by European Union addressing youth vulnerabilities  joining violent extremist groups.The project is implemented in  Ma’an, Russaifa/Zarqa, Salt and East Amman between 2016-2018. The expert facilitator will develop a selection criteria and participate in the interviewing process to select the trainees, conduct the decentralization training, follow up the multipliers’ training plans, as well as clear report documenting the overall effectiveness and impact  of engaging young people in decentralized government national agenda. The expert facilitator should have relevant background in decentralized government. Experience in psychosocial support is particularly desirable.

Youth Advancement for a Peaceful and Productive Tomorrow (Peace-Pro):
To address the vulnerabilities and risks that youth in Jordan currently face, local Community Based Organizations (CBOs) in partnership with Mercy Corps and other selected Jordanian civil society Organization are implementing “Youth Advancement for a Peaceful and Productive Tomorrow” (Peace-Pro) based on the following Theory of Change: If young people develop strong positive relationships with families and communities, and develop the skills needed to make difficult decisions and cope with stress, then they will feel less hopeless, more protected, and less frustrated, in turn reducing their vulnerability to support and to be recruited by violent groups.
In support of the Theory of Change and in light of the identified drivers of youth vulnerability to joining violent extremist groups, the project focuses on three interlinked expected results:
1.      Establish Community Action Hubs in targeted communities to improve response by local authorities, government agencies, community leaders, civil society and private sector actors to the risk of youth radicalisation
2.      Improve youth psychosocial well-being through multifaceted advocacy platform and targeted life skills programming
3.      Equip families and local communities to support vulnerable youth with knowledge, skills and resources to counter violent extremism in their homes and communities
“Peace Pro” targets youth ages 15-25 years old through age and gender appropriate activities[1]. Programming is geared towards youth who are at risk of radicalisation due to a variety of drivers including, among other things, isolation or social pressure from peers or family, a gang mentality, participation in armed groups, in conflict with the law or have been released from jail. At the root of the Peace-Pro project is Mercy Corps’ integrated, holistic model of youth programming that rests on the Profound Stress and Attunement (PSA) framework (see below) and, recognises the factors that contribute to vulnerability are diverse.
The Peace-Pro project was implemented across four locations in Jordan: Ma’an, Salt, Russaifa/Zarqa Governorate and East Amman.

Profound Stress and Attunement
The foundational and key innovation of Mercy Corps’ approach is the Profound Stress and Attunement (PSA) framework that uses neurological science to understand the impact that long term stress has on the emotional brain (limbic system). This in turn affords the ability to use the lens of profound stress to develop programing that assists in a person’s ability to recognise the emotional context for themselves, their family and their community. Mercy Corps’ psychosocial programme methodology helps people better manage the feelings of injustice and anger that commonly result from exposure to family or community-level conflict, propaganda of violent ideologies, and hopelessness which have been used to mobilise young people into violent extremist movements. The methodology connects youth who are dislocated from their networks to peers and positive role models through a reconnection back to self, family and community. The development of advocacy platforms, community service campaigns and awareness programs linked to Hubs further support adolescents to develop alternative methods for expressing themselves and have impact on a broader social justice context.
