Senior Grants Officer

مطلوب موظفين للعمل
Job Responsibility #1: Support Program Team, Support G&C financial processes from proposal development stage, monitoring, reporting and close out.  
  • Participate in developing grant proposals along with the unit head with close cooperation with program teams, Team Leader, Sector Specialists, Program Support (finance, operations/logistics, and human resources) to ensure all grant proposals meet quality assurance criteria, that budgets are cost effective, accurate and realistic with the technical proposal.
  • Support the CO to insure that proposals are developed in close collaboration with partner and/or proposals are developed based on strategic objectives, gaps/needs on ground and to foster transparency in CARE’s relationship with implementing partner.
  • If needed, assist and guide budget holders for the revision of their project budgets.
  • Support awards/IPIA with appropriate country office staff. Negotiate terms and conditions with the donor or CIMP and ensure all provisions are acceptable
  • Coordinate the preparation of grants long/short form checklists, which will enable identification of exceptional items which require approval by SMT, RMU / HQ, and Facilitate submission of the same to RMU or HQ when required.
  • Supervise Fund code/PID/AID set up in CARE’s financial systems ensuring that budgets are correctly entered to facilitate both internal and external monitoring of expenses
  • Assist program team in the development of program plans and budget plans (operational, quarterly, annual pipelines).
  • Prepare and/or supervise the preparation of required donor financial reports and ensure timely review by FD and submission to key stakeholders
  • If applicable monitor Match/Cost share requirements and provide periodic progress
  • Assist Team Leaders, Project Managers and South Syria Director in grant close out processes, including final donor reports preparations, cash settlements etc. when required.
  • Ensure all grants related documents & information are appropriately collated for future audits and verifications.
Job Responsibility #2: Budget management and reporting for Programs/Projects 
  • Update budget information in the financial system by working with the Program/Project Manager on consolidation of Project budgets into annual or quarterly budget pipelines. 
  • Assist in the preparation of periodic management reports for SMT, RMU, SSC and CUSA
  • Monitor and provide appropriate follow up actions in coordination with the Finance Department for collection of donor receivables or settlement of donor payables in a timely manner.
  • Perform high level ledger sensibility checking of transactions on the BVA so that they are reasonably included in the specific grant Budget Versus Actual (BVA)”
Job Responsibility #3 : Supervising the analysis and preparation of financial/donor reports, donor and country office annual budgets:
  • Ensure that project and donor database information and files in both hard and soft copies are maintained
  • Be responsible for the final review of grant agreements and propose relevant chart of accounts (COA) and mapping of donor budget lines to CARE COA for appropriate management and reporting.
  • Review monthly expenditure reports (Budget VS Actuals) for Project Managers.
  • Review periodic reports to the donors and partners as required by the contracts, meeting all reporting deadlines 
  • Finalize quarterly reconciliation reports between grant and contract reports and actual expenses by the end of the month
  • Ensure compliance of all donor requirements as per signed contracts when reviewing expenses and preparing financial reports.
Job Responsibility #4: Monitoring and Evaluating programs/ projects and Information management.
  • Ensure maintenance of grants related information and track donor and other stakeholder reports requirements. This includes ensuring that the processes are maintain updated in central grants files/information.
  • Ensure all relevant staff, including incoming staff, receives copies of all documentation (grant proposals, budgets, reports, evaluation reports etc.
  • Keep informed on monitoring and evaluation techniques and support tools which can be shared with program staff.
Job Responsibility #5: Any Other duties assigned by the Grant Contracts and Compliance Manager.

Required: Bachelor’s degree in Finance, Economics, Business Administration or combination of relevant Education and Experience

  • Experience

Required:
  • 5-6 years of experience in a similar role in humanitarian aid context

 

  • Technical skills

Required:
  • Excellent planning, organizational, and analytical skills;
  • Strong financial management skills;
  • Ability to prioritize workload whilst maintaining a high standard of work;
  • Proficiency in English & Arabic verbal and written;
  • Experience and familiarity with key donor policies and procedures;
  • Ability to effectively liaise and coordinate with various stakeholders including key internal units and external clients such as partners or donors;
  • Firm belief in teamwork, gender equality, participatory approach and sustainable development;
  • Strong interpersonal skills to work effectively as part of Emergency Team, cross cultural and politically sensitive setting;

  • High level of expertise in using Microsoft Word & Excel;

  • Excellent interpersonal skills, ability to work on one’s own and complete tasks and produce high quality output;
