Inclusive Livelihoods Project Manager

OBJECTIVE OF THE POSITION:
Under the supervision of the Operations Coordinator, the Inclusive Livelihoods Project Manager will be fully responsible for the operational, financial and administrative management of the project. He/she is appointed to and will be in priority accountable to the quality of actions.

RESPONSIBILITIES:
Responsibility 1 : Diagnosis and project design
. Activities:
Participate in the preparation and implementation of diagnostics.Participate in the design and the financial dimension of the human and logistical programs to implement.Propose project adaptations according to the evolving needs and context .Prepare the appendixes, technical chapters, work plan and logical framework of project proposals .Implement activities in compliance with the operational strategy, HI technical requirements, and donor criteria.Organize the Program Quarterly Review
Responsibility 2: Implementation and operational monitoring
Activities:
Plan and oversee the implementation of inclusive livelihoods project both on-time and within the set technical specifications .Plan the inclusive livelihoods activities with the Support Departments (finance, logistics), according to objectives .Propose and develop indicators for monitoring rehabilitation activities and context with the support of MEAL department.Use management, activity, results, and context monitoring tools to provide analysis of project and reporting.Provide guidance to the logistic for the purchase of materials specific to activities.Assess the relevance of activities, the effectiveness of interventions, and their appropriateness in light of changing circumstances and the needs of populations .Propose adjustments to project if necessary .Ensure the achievement of results of the project (s)he is responsible for .Anticipate the difficulties associated with conducting activities and help solve problems related to project.Propose project changes according to the changing environment and indicators .In collaboration with the finance department, contribute to the development of project budgets, budget follow up and proposal budgets for the project parts.
Responsibility 3: Capitalization of lessons learnt, experiences and approaches.
Activities:
Identify the good practices/ lessons learnt of the project.With the support of the MEAL department and the Technical Unit, contribute to capitalization of pilot actions, lessons learnt and recommendation to future interventions.Prepare handover reports before the end of his/her employment contract and forward them to concerned parties in the mission and at headquarters.Participate to the development of new projects into the field of expertise.Develop tools for collecting information measuring the project impact in close collaboration with the Technical Unit and MEAL department;Collect identified data and contribute to their analysis in close collaboration with the MEAL departmentOrganize dissemination among the project stakeholders and among national stakeholders (government, NGOs, donors) .
Responsibility 4 : Human Resources Management
Activities:
Participate in validating recruitment for the national personnel for the implementation of the project,With the human resources department, define the prerequisites for the project vacant positions and, develop the job profiles.Welcome and brief new employees working under his/her responsibilityImplement training related to operational requirements activity and the identified training needsManage and support the team under his/her responsibilityConduct workshops and regular or ad hoc meetingsEvaluate the performances of his/her team membersIdentify potential changes in members of his/her team(s) and provide feedback to the Operations Manager and HR managerMake sure his/her team(s) follow the safety rules .
Responsibility 5 : Reporting / communications / representation
Activities:
Write reports, amendment and annexes concerning his/her activities for donorsEnsure compliance with reporting deadlines and guidelinesMaintain a local operational communication network and positive relations with the local/governmental authorities, donor representatives, UN and other international agencies in cooperation with Operations Coordinator and Country ManagerParticipate to national and international seminars in the field of expertise and prepare contribution in collaborationw the Technical coordinatorParticipate to professional network at national level in the field of expertise of the project in collaboration with Technical CoordinatorAssure HI’s representation in the meetings or forums related to project and rehabilitation in generalRepresent HI on request and/or delegationWrite the administrative documents to be signed (MOU, handover…) jointly with governmental authorities, communities or partners
Responsibility 6: Develop and maintain an efficient partnership framework .
Aim: Ensure that the framework defining the role and responsibilities of HI , the partners and stakeholders for the project implementation is in place and that the partners’ input are monitored.
Activities:
Identify partners’ opportunitiesDevelop partnership agreement in close relation with Operations and Finance TeamsOrganize coordination meetings with the partner to assess the progress made under project implementation in the spirit of reciprocal collaborationFollow up in close relation with the Finance department the budget delegated to the partnersSupport the partners for identifying their needs for capacity buildingBased on the needs identified, develop adapted response with support from other services if necessary and coach the partners along implementation
THE SUCCESSFUL CANDIDATE will have:
University degree in the field of economic and administration, political sciences, development studiesMinimum 7 years of experience as project operator of which at least 4 as projct managerMinimum of 4 years practical experience in managing human resourcesMinimum of 3 years practical experience in working with vulnerable groupsMinimum of 3 years practical experience in the livelohood initiativesProoved experience of community-based approachesAdvanced spoken and writing capacities in EnglishWork in disability sector recommendedLocal development approach experience recommendedLabour market analysis / Economic environment scanning process experience recommendedParticularly strong interpersonal and communication skills Special ease at collaborative work, participatory approachExcellent team worker; ability to create dynamic and very positive working relations including at distance, with high level of mutual confidence and solidarityPositive and constructive personality, very composed, solution-oriented and with a high level of professional maturityAbility to travel to all offices of the mission on ad hoc basis
Initial contract will be for a 2 year , Renewable to other 2 years.
Basic salary range for the position : 1288 JOD- 1865 JOD.
