Deputy Medical Coordinator
The goal of MdM is to offer PHC services to the Syrian civilian populations, working in close collaboration with MdM-Turkey (Dünya Doktorları Derneği) and MdM-Spain, both part of the MdM international network. Within the framework of these partnerships, MdM is looking for a Deputy Medical Coordinator for the new coordination team for the Syrian mission, being established in Amman. The Syria coordination supervises the whole intervention inside Syria, led from 4 different countries
Overall responsibility:
He/she will be assisting the Medical Coordinator Syria Mission in:
Program/project technical planning, implementation, M&EParticipating in MdM’s operational & advocacy strategy planning, implementation,Representation and coordinationTechnical Capacity buildingTeam ManagementDonor and Internal Reporting
He/She will work under the direct responsibility of the Medical Coordinator based in Amman and support proper information sharing, regarding medical/technical components of the Syria mission, with the different members of the Syria Coordination.
He/She will provide support, on behalf of MedCo as and when required as the technical referent for the following staff:
Medical staff based in Turkey, Lebanon, Jordan and inside Syria;Partners’ medical staff
The Deputy Medical Coordinator-Syria can replace the Medical Coordinator during his absence, if necessary and relevant, and in that case take the overall responsibility for that position as and when required.
Main Responsibilities and Activities:
CONTEXT ANALYSIS / NEEDS ASSESSMENTParticipate to collect and analyze epidemiological data and health related information from available sources for the whole of Syria, to regularly assess and update the overall health situation and needs in the countrySupport the MedCo to maintain regular contact/visits with MdM medical teams and stakeholders in all project areas so as to be able to review and update on a regular basis progress in project implementation and overall health status of beneficiaries.Complete needs assessment reports and other evaluation procedures agreed with the Medical Coordinator.Report attacks on health facilities and medical staff or any other relevant incident impacting medical services.PLANNING IMPLEMENTATION AND MONITORING OF PROJECT ACTIVITIESSupport the development and implementation of the MdM operational strategy in Syria and support the planning and development of health projects already in place.Collect and analyze the monthly workloads, especially the morbidity data, for each MdM project and in so doing identify coherence and adequacy in the level of project support and health service provision and advise the MedCo accordingly to initiate remedial action both in terms of planning and implementation if and when additional support/changes are required (i.e. capacity building, medical education, drugs, consumables, medical equipment supply, salaries’ incentives, etc.)Ensure standardization and regular update of health and medical databases for each MdM projects and advise the MedCo on required changes/modifications, need for follow-up as required.Analyze the medical requests submitted by each project in close concertation with partners and coordinate with other members of the team (e.g. Logistician/Administrator) to ensure smooth supply process to the partners and medicines/disposal equipment follow-up and reporting.Review all project medical orders with reference to MDM master list and validate for Medical Coordinator’s action.TECHNICAL SUPPORT and GUIDANCE TO PROJECT STAFF AND PARTNERSAssess training gaps, identify needs for medical and paramedical staff at project and partner’s level and develop remedial action in close collaboration with the MedCo through the development of a Human Resource Master Plan for Syria to support the implementation of the 2018-20 strategy.Develop necessary tools in close coordination with the Medical Coordinator for the improvement of Monitoring and Evaluation activities.Contribute to the development of PHC Standard Operating Procedures, Diagnostic , Treatment, Data Collection protocols in the Arabic language and related training modules based on the HR master planProvide technical support to the health partners to improve their capacity in health service delivery including health data collection.Propose improvement in projects and health facility organization and management of PHC service provisionPropose any relevant measures to improve the quality of care in all MdM project.COORDINATION/ External CommunicationSupport the MedCo in maintaining regular contacts with partners, other medical NGOs and organizations and health facilities’ representatives through meetings, training, workshops, phone calls, skype conferences, etc. and provide appropriate reporting (e.g. minutes) from all project areas;Represent MdM as the Medical focal or MdM representative as and when required by the MedCo.HEALTH INFORMATION AND REPORTINGReview and analyze project monthly services health facility Monthly Work Load (MWL) reports and compile the Medical Monthly Report for validation by the MedCo.Supervise the preparation of the health facility Monthly Pharmacy Utilization (MPU) reports for inclusion in the Medical Monthly report.Consolidate all additional relevant medical information for inclusion in the Medical Monthly Report and contribute to the development of additional HIS reporting tools/forms as and when requiredDevelop the medical component of the monthly situation report (SITREP) for validation by the MedcoParticipate to develop project concept notes and proposals for other members of the coordination team and donor reporting as and when required.Prepare a Mission Report and/or Handover document at the end of the assignment for submission to MedCo.OTHERSupport the regular exchange of information among MdM Health team staff.Report any security related issues to MedCo and/or Operations CoordinatorSupport all project operational organization of field trips and MdM programs/activitiesParticipate on weekly team meetings or any other relevant internal meetings.Perform any other additional duties upon instruction given by the MedCo.

Hierarchical and Functional links
The Deputy Medical Coordinator is under the direct responsibility of the Medical Coordinator and working in close collaboration with the Operations Coordinator, four Field Coordinators and Medical/Project staff in all locations.
Skills required :
Medical DoctorAt least 5 years of professional experience, including 2 years in similar positionExperience in remote management and emergency responseExperience in extended negotiations with local authorities, partners and staff in complex situationsCapacity to work in an volatile security context and able to apply strict security rulesCapacity to create links with partners and local actors/communitiesAbility to manage a team and work in an international teamFluent in english (written and spoken)valid driving licence
