Community Health Officer
Background/IRC Summary: Founded in 1933 at the request of Albert Einstein, the International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. It helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future. IRC teams provide health care, infrastructure, learning and economic support to people in 40 countries, with special programs designed for women and children. Every year, the IRC resettles thousands of refugees in 22 U.S. cities. At work in over 40 countries and 22 U.S. cities to restore safety, dignity and hope, the IRC leads the way from harm to home.
The IRC is currently providing support to Syrian refugees in Jordan, Lebanon, Iraq, Turkey and Syria. In Jordan, the IRC provides primary and reproductive health care, cash assistance, and social services to refugee families in urban areas. In refugee camps, the IRC provides support for refugee women and girls and helps to reunite children who've crossed the border alone, with their families.
Job Overview/Summary: The health program will contribute to IRC’s larger health strategy in Jordan, responding effectively to the unmet needs of Syrian urban refugees and vulnerable Jordanians in Irbid and Mafraq governorates. This program will form an integral part of IRC’s community health outreach strategy, filling a gap in existing curative, preventive and promotion health care services through a mobile clinic program and a community health volunteer (CHV) network.
For IRC, a community health volunteer (CHV) network pertain to understanding and addressing the health education, basic health care and referral needs through formal and informal actions taken at the community level to create more effective and efficient linkages between services available within the community and the primary, secondary and tertiary health care options.
An effective team member of community health program whom supervised by the Community Health Officer will play active role overseeing day to day activities of around 40 CHVs and follow up on data collection and compilations through customizable data management service that can be accessed through both the website and a mobile application in close coordination with Deputy Health Manager.
Major Responsibilities:
Activities, Design and Implementation of Program:
• Cooperate in continuous needs assessments in the communities in collaboration with the Deputy Health Manager and health data officers
• Support in selection, recruitment, training of CHVs
• Provide regular support to the CHVs in the provision of continuous learning and improvement
• Arrange for regular meeting to give and receive feedbacks, and workshops for CHVs
• Training and providing guidance to CHVs in digital data collection and data synchronization
• Ensure that all data is collected and compiled correctly and in time, provide feedback to CHVs if they are gaps or incoherent information
Supervision & Monitoring:
• Schedule regular site visits for monitoring and supervision to ensure quality of services, accurate data collection and tracking of health promotion activities and client satisfaction surveys
• Conduct regular visits and provide supportive supervision to the community health volunteers
• Keep tracking CHVs activities in the field and their progress at any point of time
• Maintain the time sheet accuracy and conformity with both CHVs and CHVs Supervisors payments
• Evaluate of individual and overall CHVs and CHVs supervisors’ performance through various tools including monitoring visits, activities evaluations, and feedback forms
• Ensure that all data manipulation and sharing are done following the confidentiality principle and information sharing procedure
Community Health information System:
• In coordination with senior health M&E officer and health data analyst, develop and or revise data collection, monitoring, evaluation and reporting tools as necessary and according to needs
• Ensure accuracy and quality of data collected from all CHVs in a monthly basis
• Conduct biweekly data check, quality audits and analysis followed by action as appropriate
• Oversee electronic data entry via tablets, computer as well as paper based data entry
Reporting:
• Enhance effective communication, data flow and information sharing between staff and volunteers
• Oversee data collection and analysis of CHV reports on activities and community needs
• Develop required reports on CHV performance and effectiveness, based on evaluations
• Provide on the day of the case meeting up to date cases follow up plan
• Participate in the weekly case meeting and other when needed
• Produce periodic report on the different relevant statistic and produce
• Provide regular updates to the IRC security and operations team on any potential risks or issues in the communities
Key Working Relationships:
Position Reports to: Deputy Health Manager
Position directly supervises: 2 CHV Supervisors and 40 CHVs
Close collaboration with: Health ICT4P Officer, Health Manager, Health Coordinator
Other Internal and/or external contacts: Along with health program IRC has three other different programs of cash assistance and social services and operational department that provides supportive services to run the programs. Where externally IRC collaborate with CBOs and many community leaders for more influential interventions.
Internal: Finance, HR and operations
External: Community actors and other health service providers
Job Requirements:
• Education: Bachelor Degree in Health, Social Sciences, Statistics, Management, Information Technology or any related field.
• Work Experience: 2-4 years relevant experience working at INGOs and directly contact volunteers and beneficiaries
• Demonstrated Skills and Competencies: Effective team player with proven leadership skills and initiatives
Proficient in Microsoft Office particularly Word, Excel, PowerPoint and Access. Experience in statistics, data analysis, software applications is an added advantage.
Ability to work in a multi-cultural environment with frequent travel to different field sites
Strong sense of personal integrity and understanding of confidentiality and ethics
Self-directed, able to independently set priorities and solve problems with minimal guidance
Excellent interpersonal, oral and written communication skills in both Arabic & English
Understand IRC Way, standards for professional conduct; Integrity, Service, Accountability
• Language Skills: Excellent in both command Arabic & English
