Community Engagement Officer

Summary:

The organization accomplishes its mission by implementing targeted cost-effective relief and development programs that improve the lives of these vulnerable groups.

 

Job Function/ Description:

Primary responsibilities include, but are not limited to the following:

• Remotely oversee the scheduling and implementation of activities to identify community stakeholders, conduct needs assessment and response plans, support verification tasks and negotiation of assistance partnership agreements.
• Direct coordination and communication with Blumont Syrian Coordinators in Syria to ensure appropriate and effective community engagement activities under SES II program.

• Coordinate with technical stakeholders and other entities to ensure that community engagement activities and interventions are consistent with project guidelines and policies.
• Work with the Research and Analysis, Monitoring and Evaluation, and Learning (RAMEL) team to accurately reflect community engagement activities.
• Contribute to work plans, performance reports, and other program deliverables.
• Provide input to the preparation of weekly, monthly, quarterly, annual and ad hoc/special reports to donors, Blumont HQ and other sector stakeholders that reflect the activities.
• Incorporate gender considerations into project interventions.

• Other duties as assigned.

Required Skills & Experience:

• A university degree in a relevant field, such as engineering, international development, public administration, business, or a related area.
• A minimum of three years of work experience the area of community mobilization and gender, and experience in municipal service delivery, or community development projects.
• Demonstrated technical leadership, capacity, and experience to provide vision, direction, and leadership on community engagement activities.
• Previous work or life experience in Syria is preferred.
• Experience working with online communities and web-based systems for knowledge sharing and/or collaboration.
• Familiarity with the key principles of post-conflict development, municipal services delivery and community infrastructure management.
• Demonstrated the ability to communicate effectively in English, both verbally and in writing.
• Demonstrated the ability to communicate effectively in Arabic, both verbally and in writing.
• Kurdish language skills are a plus.
• Demonstrated knowledge and experience of the dynamics of the Middle East issues at the national and community levels. 
• Experience working with USAID is preferred.
• Demonstrated flexibility and creativity in planning and problem solving.
