MISSION CONTEXT
The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 13.5 million people are currently affected by the crisis in Syria, including about 6.5 million IDPs, while over 4 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Five years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of rehabilitative care and psychosocial support. In hard-to-reach areas and/or areas of new displacement, local populations and IDPs are in need of emergency assistance in terms of food, household essential items, and other basic needs. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.
HI is managing a remote humanitarian program from three hubs in Jordan, Lebanon and Turkey, along four main pillars:
Support to health partners (hospitals, care houses, rehabilitation centers, local NGOs) for the provision of comprehensive rehabilitation services (physical rehabilitation, psychosocial support and/or prosthetics and orthotics) through training, technical supervisions and donations of rehabilitation material and/or equipment;Provision of basic needs kits – Food baskets, Household Essential Items and Hygiene kits – in one-shot distributions to people who experience a sudden degradation of their living conditions due to renewed conflict, displacement and/or exclusion from humanitarian assistance;Education to the risks and effects caused by conventional weapons (including mines, Explosive Remnants of War and Small Arms Light Weapons) and urgent marking of hazardous areas;Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response.
The current intervention is based on a mix of remote management of national teams and remote partnerships with local structures and organisations. HI has implemented some direct management programs in the past and is looking for ways to launch more in the coming months.
OBJECTIVES OF THE POSITION
Under the line management of the Human Resources Coordinator (HRCo), the HR Manager will be part of the coordination team based in Amman, and will support the 4 hubs. This position is new for the mission (creation), as such the HR Manager will have to be extremely proactive and flexible, to set-up efficient relationships with each hub, ensure good coordination and develop adequate frameworks.
Due to the set-up of the mission spread on 3 countries, the legal framework for national HRs will be handled at country level by HI’s hosting missions (including salary policy, design of work contract, internal rules & regulations..). However, the HR Manager should develop good knowledge of labor law, issues and challenges faced by each hub, in order to ensure good representation of HR stakes at coordination level According to the position, the HR Manager must keep all the data confidential, and share it only with the relevant persons.

MAIN RESPONSABILITIES
General Tasks:
Provide human resources and administrative support and guidance to all hub officesOversee recruiting and onboarding local staff and consultants/visitors, and maintain employment records in compliance with HI policiesEnsure that employees are familiar with HI policies and uphold the company’s standard of ethics and that controls are in place to ensure compliance with local labors laws and employment policiesMaintain familiarity with labor laws concerning each hub to ensure project is in compliance with the labor lawManage the recruiting process, including drafting and placing employment ads, collecting employment documentation, ensuring completion of biographical data forms, conducting reference checks for all candidates, organizing and participating in interview panels, and proposing top candidates for hireDraft and edit memos and guidance documents regarding human resourcesManage the orientation of new employees and employee severance processesProvide support to supervisors in documenting and managing employee performanceMaintain proper employee files, follow internal control system to ensure that the policies and procedures are being adhered to, and ensure confidentiality of all sensitive information pertaining to the employeeAssist with auditing HR filesEnsure each HR responsible acknowledge and applies HI HR guidelines for its partners
2. Support to hubs
Support each hub for the implementation and monitoring of SOPs, and report any issues or breaches to the HRCo;Upon request of hubs and/or HRCo, act as an intermediate with HR Department of HI’s hosting missions to follow-up specific issues, and to solve problem or potential conflicts;Upon request, conduct support missions on the field (monitoring visits, gap filling, support for recruitments or heavy workload or disciplinary measures…);Establish good relationships with HR focal point of each hub, provide advice and support upon request to ensure adequate HR management on each hub and adequate response to Partners’s needs;Support to hubs manager with HR payroll database its setup, update or modifications and follow up.
2. Capitalisation
Design and keep updated a comprehensive table to summarize the legal framework of each hub;Archive all necessary tools and documents used on each hub;Develop for each hub a deep knowledge of HR framework, stakes and issues;Analyse the different tools and identify serious gaps (if any) which would imply discrepancies or gap in employees' treatments between hubs;Responsible for having the update organization chart of the mission of HI and the ones of its partners.Responsible for centralize and diseminate the mission contact list
3. Expatriates administrative management
Provide each hub with all tools for the administrative management of Expatriates (follow-up tables for contract, leaves, visa situation, monitoring evaluation tool);Provide each hub with Expatriate management’s framework ; prepare a pack to be given to each new expatriates;Act as a focal point for Expatriates for any questions;Support HR Co with expatriates perdiem sheets and other reimbursements or payments (travels, RR, annual return, visas or accomodations)Support the HRCo for recruitments’ follow-up (check the publication of job descriptions);Organize onboarding for international staff and consultants/visitors, and maintain employment records.Support the HRCo for the expat contract followup and ensure timely submission of documentation to HQ
REQUIREMENTS
Education and experience:
- HR management - minimum 3 years of experience
- Experience in tools development and HR policies design
- Experience with NGO is a strong asset
- Proven experience in coordination;
- Proven training and local capacity building experience;
- Previous experience with Handicap International would be an asset;
