Job Description

CONTEXTUAL BACKGROUND

The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 million people are internally displaced and 12.2 million are in need of humanitarian assistance, with 4.8 million in hard-to-reach areas. There are 4 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and in frastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis. With an annual budget in excess of $140 million and a rapidly expanding portfolio, supported by more than 3,000 staff and workers in the region, IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women’s protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

Job Overview/Summary

Based in Amman, the Senior Grants Manager will provide grant management, business develop ment, donor compliance and reporting support to the Grants Department, which oversees IRC’s cross-border portfolio in Western Syria. The Senior Grants Manager will work closely with program staff, finance and operations to ensure quality management of emergency and recovery programs. The candidate will explore regular opportunities to mentor and support continued professional growth of more junior Grant team members. The Senior Grants Manager is expected to work closely with the Grants Coordinator to ensure that proposals are developed and submitted in compliance with donor priorities and requirements; and that quality activity and donor reporting is completed on a timely basis.

Major Responsibilities

Award Management and Compliance (30%)

* Support the submission of high quality donor reports on a timely basis according to IRC and donor regulations. Ensure all required documents are complete, correct and approved by the respective Program Coordinators, Partnership Unit focal points, and country management.

* Manage the award/agreement review process, escalating feedback from key country office stakeholders. Similarly, lead the process of agreement modifications, working with Program and Finance teams to reflect scope and budget amendments for submission to the Region or Donor.

* Organize and lead grant opening meetings, monthly grant review or budget vs actual meetings, and grant closeout meetings.

* In collaboration with the Grants Coordinator, provide guidance on IRC and donor regulations to ensure compliance within operations, program implementation, and reporting. Raise potential compliance concerns proactively to the Grants Coordinator.

* Keep the Grants Coordinator informed of any projected inabilities to meet contractual obligations, report submission and spend rates/significant budget variances. Be able to proactively mitigate risks through regular review of financial reports and readiness to propose remedial solutions.

* Maintain proper records of all assigned grants and sub-grants.

* Provide capacity building support to national staff and local partner organizations, including report, proposal and compliance related mentoring and training.

* Compile and respond to information requests from IRC’s regional, London and NY offices.

Business Development (20%)

* Lead the development of donor proposals, as assigned by the Grants Coordinator, by creating proposal calendars, following up with all relevant staff members to receive timely inputs, consolidating inputs and ensuring coherence with proposed budgets.

* Act as focal point in facilitating proposal reviews and approvals by technical advisors and other relevant persons at HQ (on email and Opportunity Tracking Information System--OTIS).

* Work closely with grant counterparts in NY, London and Amman to ensure coordination and adherence to proposal timelines and requirements.

* Manage the proposal workflow on OTIS, ensuring all relevant parties provide reviews and documents are uploaded in a timely fashion.

* Track upcoming opportunities by priority sector.

SRC Consortium Member Representative (50%)

* Facilitate communication channels between the PCU and IRC including program and consortium updates, deliverables and activities, compliance questions, security and access concerns as relevant.

* Coordinate IRC’s engagement with the consortium and facilitate decisions making at the Steering Committee level.

* With support from the Senior Grants Officer, coordinate feedback and review of consortium and program documents for the IRC.

* Coordinate additional technical resources from IRC, as needed e.g. in support of research, assessments and technical support.

* Provide technical briefings and information to IRC’s respective Steering Committee representative to support effective decision making at the Steering Committee level.

* PCU Engagement to advice on Roadmap and the design, timeline and stakeholders for PCU deliverables.

Staff Management and Development:

* Direct supervision of the Grants Officer by managing and strengthening his/her capacity to ensure a responsive and well organized grants department.

* Discuss job expectations, set objectives and provide appropriate and timely feedback regarding his/her performance, including timely implementation of the annual staff performance management system.

* Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions including staff development plans.

* Provide leadership support for the successful implementation of and adherence to the IRC Global HR Operating Policies and Procedures.

* Lead with commitment, integrity and accountability to the “IRC Way” – Global Standards for Professional Conduct.

Job Requirements

Education: Advanced degree in international studies/development or similar OR Bachelor 9;s Degree with significant grants management experience and superior writing skills.

Work Experience: At least 3 years of demonstrated field-based experience with grants management including significant experience working with USG and European public donors. Experience working in relief and development contexts a plus.

Demonstrated Technical Skills:

* Excellent writing skills and experience in writing proposals/concept notes.

* Strong understanding and knowledge of USAID/OFDA, EU/ECHO, DFID, SV, SIDA, UNHCR, UNOCHA and other donor rules and regulations.

* Proven competency with program design, M&E, proposal writing and building budgets.

* Excellent management and coordination skills.

* Solid ability to support team-building, coaching, and development for national staff as well as encourage cross-functional collaboration and cooperation.

* Ability to work independently while being a strong team player.

* Full professional competency in Microsoft Office Suite, especially Word, Excel, PowerPoint and Outlook.

Languages: Professional fluency in spoken and written English.

Computer/Other Tech Requirements:

Full professional competency in Microsoft Office Suite, especially Word, Excel, Outlook, and PowerPoint. Add position-specific (e.g. accounting software, statistical software, etc.).
