Job Description

Background/IRC Summary:

The International Rescue Committee (IRC) helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future. Founded in 1933 at the request of Albert Einstein, the IRC works with people forced to flee from war, conflict and disaster and the host communities that support them, as well as with those who remain within their homes and communities. IRC reaches over a million children annually with education and child protection programs in 25 countries around the world.

Years of war in Syria have pushed millions from their homes and into poverty, and millions more have become refugees in Lebanon, Jordan, Turkey, Iraq and further afield. Equally complex is the emergency in Iraq, where waves of fighting and displacement have overwhelmed infrastructure and services and pushed communities to the brink. The economic, social, and health effects of these dual crises have changed the entire region. In the Middle East (Syria, Lebanon, Jordan and Iraq) IRC responds to displaced people’s acute and longer-term needs with integrated programs that improve health and safety, prioritize children’s education, foster economic wellbeing, and empower communities to regain control over their lives.

Sesame Workshop and IRC have won the inaugural MacArthur Foundation 100&Change competition, a $100 million grant to make measurable progress toward solving a significant problem. The Sesame Seeds program is embarking on a life-changing, five year intervention to bring vital early learning and nurturing care to more than nine million children and families affected by the ongoing civil war in Syria. Among other activities, the program will create multimedia programming for children affected by the conflict. Together with Sesame Workshop, the nonprofit organization behind Sesame Street, we will develop a pliant platform to reach young children and their caregivers wherever they are and measure how we impact their lives. Reporting to the Regional Director of IRC’s Middle East r egion with matrixed reporting to the Managing Director of Sesame Seeds, the Regional Project Director will lead project operations in the region and will manage IRC’s multi-disciplinary project team focused on program design and implementation, content development, research and project management, including co-management of country-based project leads.

The Regional Project Director is responsible for three key Objectives:

* Oversee successful field implementation that addresses the needs of the beneficiary population in a cost-effective manner and according to approved workplans;

* Forge and maintain productive and beneficial relationships with regional and humanitarian partners including UN agencies, government ministries, NGOs and private sector partners and contractors in service to project goals through representation and coordination in the region;

* With the Managing Director, build a unified program identity and shared vision for staff from both organizations (Sesame Workshop and the IRC)

Responsibilities include:

(1) Strategic Leadership and Management

* Provide strategic leadership and direction, drive performance and efficiencies, enable effective program innovation, design, and delivery. Specifically, lead establishment of annual workplan priorities and deliverables. Identify and agree on course corrections with the Regional Director and Managing Director to keep long and short-term priorities on track.

* Represent IRC in all relevant Sesame Seeds fora and meetings in close collaboration with the Managing Director.

* Oversee program operations and provide day-to-day leadership of IRC’s program team in the region, including management guidance, operational troubleshooting, representation, and building and maintaining strategic partnerships.

* Oversee effective budget planning, oversight and management.

* Oversee the development of risk mitigation strategies for regional and country-level country programming.

* Ensure that Sesame Seeds implementation is being undertaken in conformity with regional and country-specific standards for things like Security and Risk Management.

* Support project staff by creating and maintaining a work environment that promotes teamwork, trust, mutual respect and empowers staff to take responsibility.

(2) Collaboration with External Stakeholders

* Report to Sesame Workshop about program progress against approved workplans and budget through both formal and informal debriefings, annual and semi-annual reports;

* Establish and maintain solid cooperation with partner organizations and government officials in coordination with the Managing Director;

* Manage external relations and communications by representing Sesame Seeds and IRC in public venues and events in the region and by overseeing the distribution of information about program achievements and lesson learned, in coordination with the Managing Director;

* Promote program growth through strategic engagement with donors, governments, and the private sector in coordination with the Managing Director.

Key Working Relationships

* Position Reports to: Regional Director, Middle East Region

* Matrixed Reporting to: Managing Director, Sesame Seeds

* Position supervises: Regional Project Management lead, Research Coordinator, Education Technical Lead; co-supervises country-level Sesame Seeds program coordinators

Working Relationships: (Internal) Country Directors and Deputy Directors of Programs; Regional staff such as M&E, Comms and Advocacy. Headquarters staff such as Senior Director of Education and Techincal Advisors, Senior Leadership at Sesame Workshop. (External) Host Government officials, coordination bodies, UN counterparts, humanitarian organizations, etc.

Requirements

* Post graduate degree from an accredited university in management, political science or other related field, or 15 years of leadership and senior management experience in the humanitarian or international development sector; knowledge of early childhood development and education programming is desired;

* At least 10 years of experience in managing and implementing large, multi-sectoral programs in an organized and efficient way;

* Demonstrated exemplary diplomatic, management and interpersonal skills;

* Solid understanding of the Middle Eastern context, with previous experience working in the region preferred;

* Strong negotiation skills and the ability to develop relations with local counterparts, donors and other stakeholders;

* Demonstrated innovation and success in staff capacity-building and in participatory, flexible and gender-sensitive programming and implementation;

* Strong communication and analytical skills, both oral and written;

* Fluency in English is required; knowledge of Arabic is a plus.

Working Environment

* Standard office work environment

* Travel required 40%

* Position is based in the IRC Regional Office in Amman
